My name is X who is an undergraduate student at UC Berkeley. I am a transfer student from Cypress College in Southern California and an international student from Japan. I am sending this email because I would like to set up a club of aikido in this school. Since aikido is a type of martial art originated from Japan, I consider that the club should be able to belong to Physical Education Department. Before making any actions to start the club, I would like to make an appointment with you in order to have your advice on the possibilities, conditions, and liabilities of establishing a martial art club in this university.

クラブを立ち上げるという意味の表現は、set up, establish, startという風に表現を変えています。
相手が目上の方なので、丁寧な文章になるように心がけていて、wantの代わりに、would like toを使っています。
